The Department of Export Agriculture (DEA) has initiated an intensive agricultural extension and organic certification drive across Monaragala District, targeting 1,500 smallholder pepper, cinnamon, and cocoa growers in Medagama, Bibile, and Madulla divisions. Monaragala's intermediate climate and fertile soil provide excellent growing conditions for high-grade black pepper, cinnamon, and cocoa. However, many smallholders have historically sold raw un-processed produce to local middlemen at depressed prices. The DEA program provides smallholders with subsidised organic fertilizer packages, solar pepper-drying domes, and processing equipment, alongside step-by-step guidance on securing international organic and fair-trade certifications. By transitioning to certified organic cultivation and performing farm-level washing, grading, and vacuum packaging, participating farmers can command price premiums of 30% to 50% from major Colombo spice exporters. DEA officials confirmed that two farmer-owned processing cooperatives have been registered in Bibile to aggregate organic spice harvests and negotiate direct supply contracts with international buyers.
