The Ministry of Transport and Sri Lanka Railways have accelerated technical feasibility studies for the long-proposed extension of the Kelani Valley (KV) railway line from its current terminus at Avissawella to Ratnapura town. The historical KV line originally extended to Opanayake via Ratnapura during the colonial tea era before being dismantled past Avissawella in the mid-20th century. The new study evaluates constructing a modern broad-gauge double-tracked alignment designed for high-speed passenger diesel multiple units (DMUs) and heavy freight transport. Project survey teams are finalizing earthwork engineering traces along the 42 km corridor, designing viaduct structures over Kalu Ganga tributaries, and selecting optimal locations for new passenger stations in Eheliyagoda, Kuruwita, and Ratnapura Central. Transport economists noted that re-establishing rail connectivity between Colombo and Ratnapura will eliminate severe traffic congestion along the High-Level road (A4), providing a safe low-cost commuter link while enabling efficient rail transport for low-country tea, rubber, and gems to the Port of Colombo. The ministry expects to present the finalized engineering master plan to the Cabinet for funding approval in early 2027.
