Ratnapura municipality and surrounding low-lying floodplains have historically suffered catastrophic flash flooding when torrential monsoonal rains over Sinharaja and Sri Pada mountain catchments cause the Kalu Ganga to overflow its banks within hours. The upgraded telemetry network features high-precision ultrasonic water level sensors installed at key river stations — including Ratnapura Town, Muwagama, and Ellagawa — linked to solar-powered automatic weather stations in upstream catchment zones. Data transmits via satellite telemetry every 5 minutes to the Disaster Management Centre (DMC) in Colombo and the Ratnapura District Secretariat. Automated SMS alerts and siren arrays automatically trigger when river levels reach minor, major, or critical flood thresholds. Disaster management officials confirmed that real-time telemetry gives municipal emergency services a 4-hour lead time to evacuate high-risk residential and commercial zones, dramatically reducing potential loss of life and property during monsoonal deluges.
