A strategic maritime industry development proposal has been formally tabled, recommending that Trincomalee's natural deep water harbour be leveraged to establish a dedicated hub for boatbuilding, ship repair, and offshore engineering creating a specialised marine industry cluster to complement the port's existing energy and logistics ambitions. The proposal identifies Mud Cove and Clappenburg Bay as the most suitable waterfront areas for the maritime services zone, citing their sheltered geography, existing wharf infrastructure, and proximity to deep navigable channels that can accommodate large commercial and naval vessels requiring dry dock and repair services. Proponents argue that Trincomalee is uniquely positioned to serve the growing demand for ship maintenance and repair services from commercial shipping lanes crossing the Indian Ocean, including bulk carriers, tankers, and fishing vessels that currently must sail to Colombo or overseas yards for servicing. Establishing a dedicated repair hub in the Eastern Province would reduce vessel downtime and costs while creating substantial skilled employment for local communities. The offshore engineering component envisions services supporting Sri Lanka's emerging offshore energy sector, including vessel support for potential future oil and gas exploration activities in Sri Lanka's Exclusive Economic Zone and maintenance support for the offshore buoy infrastructure being developed as part of the Trincomalee oil tank farm pipeline project. Government officials have indicated that the proposal is under active evaluation, with consultations planned with the Sri Lanka Ports Authority, the Ministry of Industries, and potential private sector investors from established maritime industry nations.
