A landmark trilateral energy development involving Sri Lanka, India, and the United Arab Emirates has entered a critical new implementation phase with the formal agreement to construct a dedicated fuel pipeline connecting the strategically vital Trincomalee oil tank farm to an offshore buoy managed by the Sri Lanka Ports Authority (SLPA). The pipeline, confirmed by stakeholders in early August 2026, will enable large ocean-going vessels to offload fuel directly to the tank farm without navigating the inner harbour, significantly improving operational efficiency and reducing vessel turnaround times. The 81-tank Trincomalee facility — originally built during World War II — is being positioned as South Asia's premier petroleum storage and distribution hub under the trilateral Memorandum of Understanding formalised in April 2025. The Ceylon Petroleum Corporation (CPC) has already completed structural repairs on two of the tanks and has issued tenders for the rehabilitation of three additional tanks. A longer-term modernisation plan covers 29 tanks slated for capacity upgrades to dramatically expand the facility's total storage volume. Minister of Ports, Civil Aviation, and Energy Anura Karunathilaka conducted a personal inspection visit to the Trincomalee site in late July 2026 to review progress and direct officials to streamline regulatory approvals. The minister emphasised that accelerating the tank farm project is critical to national energy security and Sri Lanka's ambition to monetise its strategic geographic position in the Indian Ocean. The Trincomalee Power Company Limited — a 50:50 joint venture between the Ceylon Electricity Board and India's NTPC Ltd — forms a parallel component of the broader energy hub vision, with international investor bidding on the power generation component having closed in February 2026.
