The Urban Development Authority (UDA) has selected Badulla as one of ten primary provincial cities slated for a comprehensive urban master plan upgrade, establishing the city as Uva Province's chief administrative, commercial, and tourism node. The cornerstone of the master plan is the Badulla Multi-Modal Transport Hub, which will physically link the historical Badulla railway terminus with the central intercity bus stand via a covered pedestrian elevated concourse equipped with escalators and digital schedule boards. Along the Badulu Oya and Kuda Oya riverbanks, urban planners have designed commercial promenades featuring eco-friendly dining pavilions, paved walking paths, and green park buffers that double as urban flood retention zones. The plan also incorporates strict preservation zones protecting 35 colonial and pre-colonial archaeological sites within Badulla municipality, alongside traffic ring-road bypasses designed to divert heavy cargo trucks around the city center. Local municipal leaders welcomed the UDA plan, noting that integrated transit and riverfront development will resolve longstanding traffic bottlenecks while enhancing Badulla's aesthetic appeal for visitors.
