A transformative livelihood resilience programme under the UN Habitat project titled 'Build Resilience to Climate Change and Climate Variability of Vulnerable Communities in Mullaitivu District,' funded by the international Adaptation Fund, has moved into active training delivery across multiple divisions in the district.
As of June 2026, intensive training modules have been conducted in Maritimepattu and Puthukkudiyiruppu divisional secretariat areas, targeting fisher families who represent the district's most climate exposed livelihood group. Training content covers improved fish handling practices designed to reduce post harvest losses, effective use of community cold storage facilities to extend product shelf life and improve market pricing, and digital marketing tools enabling fishers to connect directly with buyers and reduce dependence on intermediary traders.
The project's broader mandate includes coastal ecosystem restoration, with a specific focus on reviving mangrove cover in the Nayaru Lagoon a critical nursery habitat for commercially important fish species whose degradation has been directly linked to declining local catch volumes. Restored mangroves also serve as natural coastal buffers, reducing the vulnerability of Mullaitivu's low-lying fishing settlements to storm surge and sea level rise.
Complementing the fisheries component, the programme is simultaneously improving minor irrigation infrastructure in the district's agricultural zones, including the rehabilitation of traditional tanks and the construction of saltwater protection bunds to secure freshwater access for farming communities in coastal areas increasingly threatened by saline intrusion.
UN Habitat programme coordinators described Mullaitivu as a district where climate adaptation and post conflict reconstruction imperatives intersect, creating a unique opportunity to build forward looking resilience rather than simply restoring pre war conditions.
